USE FOR: Deterministic duplicate-check identity gates before create or update. An empty page is not proof no person exists; when create returns 409, use that ProblemDetail.details.candidate as the authoritative create decision surface. After a successful person id/slug/url bootstrap, rerun exact-name review with excludeId set to that person id before enrichment completion or merge decisions. NOT FOR: General people browsing and list/search discovery flows.
